Reusable workflows call each other in a cycle.

Why it matters

GitHub rejects recursive reusable workflow calls when the run starts.

Break the cycle by extracting the shared jobs into a separate workflow that neither side calls back.

Change the severity (or turn the rule off) in .github/flowpact/flowpact.config.yml, by code or by name:
